For a bidder to be responsive they must meet all the terms, conditions and specifications contained in the request or advertisement. The submitted document must comply with the performance criteria and content requirements of the advertised documents. 
Whether pricing was requested in a certain way, a mandatory pre-bid conference was attended or specific bond was requested. 

A few examples of a non-responsive bid include:

  • Incomplete Bib
  • Late arriving documents
  • Lack of proper signature
  • Bid Discrepancies
  • Drawings inconsistent with specification

responsible bidder has the ability to perform and or deliver the product as described in the contract.

A responsible bidder has the facility, resources, employees and references to ensure it conforms to the contract and performs as agreed upon.

  • Lack of the proper business licenses or registration (Can vary from state to state)
  • Lack of qualifications as outlined in request
  • Financial capability to fulfill contract
